[edit] History
When Bangladesh and Pakistan were a joined country, Pakistan Military Force established some Cadet Colleges in West Pakistan (now Pakistan) and some Cadet Colleges in East Pakistan (now Bangladesh). Kirsty McIvor UNICEF

Kirsty McIvor

DHAKA, Bangladesh, 15 March 2006 – Dolly Akter has a simple theory: “Life is for help.” The 16-year-old will have a chance to help and influence many people this week when she takes part in the Children’s World Water Forum in Mexico City.
Dolly was selected from among 6,000 adolescent girls involved in a UNICEF project to improve environmental sanitation, hygiene and water supply in urban slums. As one of more than 100 young people representing over 30 nations at the forum, she will give a presentation about her leadership role in an adolescent girls’ hygiene-monitoring group. The group has begun to transform her slum neighbourhood in Dhaka, the capital of Bangladesh.
“Before, it was such a dirty and undeveloped area,” says Dolly. “Nowadays it is different. We try to develop our area quickly through our work.”
Dolly and her friends go from house to house checking that people are washing their hands after defecation and before eating, using sanitary latrines and drinking only clean, covered water. Improved hygiene behaviours and new latrines in the neighbourhood have halved the incidence of diarrhoea. And Dolly says the slum’s children laugh and play more now that they are healthier.
From hygiene to social issues
Watching neighbours change their habits has boosted the girls’ confidence and emboldened them to take on other social issues, such as under-age marriage. In Bangladesh, nearly two-thirds of young women are married before they turn 18.
The group has helped to stop three under-age marriages so far. One girl’s stepfather decided she should marry because it was too expensive to send her to school. The girl, Shita, was just 13. The group had no success in simply talking to the stepfather, and finally the police were called in. The marriage was stopped, but Shita has not been able to continue her studies. She is now a domestic worker, one of the most vulnerable forms of child labour.

Dolly Akter with her parents before leaving Bangladesh for the Children’s World Water Forum in Mexico City.
Dolly is quick to point out that most parents in the area have been more supportive than Shita’s stepfather. Dolly’s own mother, Parveen Begum, was just 13 when she married and 15 when her daughter was born. “We don’t want our children to get married so young,” she says. “We got married early and then we faced lots of health problems.”
Sharing experiences
Dolly’s family has also benefited from her work. “If Dolly learns more, then our family learns more,” explains her father, Mohammad Babul. “We don’t get diarrhoea any more. Our family always knows about hygiene and being clean, so we don’t get sick.”
According to Mr. Babul, the hygiene project has given Dolly more confidence to talk to people and share her ideas. “When she comes back from Mexico, she will have learned more from there and she will also share with people the things that she learns,” he says.
Dolly is indeed looking forward to sharing her experiences. “After the water forum, then we can do more work for our country, and our life.”
The trip will also give the 12th-grade student more fodder for her favourite pastime. “I like to write songs,”’ says Dolly. “I write about my Bangladesh, my experiences in our poor life.”

Sundarbans
Located at about 320km. West of Dhaka. Here in the south, spread over an area of about 6000 sq. km. of delta swamps along the coastal belt of Khulna is the biggest mangrove forest, Sundarbans (beautiful forest) - the home of the Royal Bengal Tiger. These dense mangrove forests are criss-crossed by a network of rivers and creeks. One find here tides flowing in two directions in the same creek and often tigers swimming across a river or huge crocodiles basking in the sun. Other wildlife in this region is cheetahs, spotted deer, monkeys, pythons, wild bears and hyenas.

2006 Trafficking in Persons Report

2006 Trafficking in Persons Report
Bangladesh (Tier2)
Bangladesh is a source and transit country for men, women, and children for the purposes of sexual exploitation, involuntary domestic servitude, child camel jockeying, and debt bondage. Women and children from Bangladesh are trafficked to India and Pakistan for sexual exploitation. Bangladeshi women migrate legally to Gulf states–Qatar, Bahrain, Kuwait, the U.A.E., and Saudi Arabia–for work as domestic servants, but often find themselves in situations of involuntary servitude. In addition, Bangladeshi boys are trafficked to the Gulf to serve as camel jockeys and internally as bonded laborers in the fishing industry. Women and girls from rural areas are trafficked internally for sexual exploitation and domestic servitude. Burmese women trafficked to India for sexual exploitation transit Bangladesh. The Government of Bangladesh does not fully comply with the minimum standards for the elimination of trafficking; however, it is making significant efforts to do so. Bangladesh continued to make progress on efforts initiated two years ago. The government repatriated 166 child camel jockeys from the U.A.E., rescued 160 children from bonded labor in the fishing industry, launched a broad public awareness campaign, and provided anti-trafficking training to border guards and diplomats. Despite these achievements, Bangladesh continues to face a significant internal and international trafficking problem. Bangladesh should assign greater priority and resources to its law enforcement response to trafficking. It should also institute programs to protect witnesses.
Prosecution The Government of Bangladesh sustained efforts to punish traffickers in 2005, prosecuting 87 cases and convicting 36 traffickers – 27 of whom received life sentences. Although the number of prosecutions increased over 2004, the number of convictions declined. Police also arrested 150 alleged traffickers. Notably, Bangladesh began prosecutions against child camel jockey traffickers. Although a lack of resources hinders investigations, Bangladesh expanded anti-trafficking police units to every district to encourage victims to testify against their traffickers and to compile data on trafficking. In response to inadequately trained police and prosecutors, the government worked with legal experts to provide specialized training to prosecutors and with IOM to develop a trafficking course for the National Police Academy. Despite persistent reports of security personnel complicity in trafficking, the government has investigated only three such cases since June 2004, charging eight officials with trafficking complicity.
Protection The Government of Bangladesh continued to provide an inadequate level of protection to victims of trafficking over the reporting period. With limited resources, the government supported crisis centers in hospitals that are open to trafficking victims, but it also relied heavily on NGOs to provide legal, medical, and psychological care to victims. Of the 166 child camel jockeys repatriated from the U.A.E., 144 have returned to their families, 16 are preparing for reunification, and authorities are searching for relatives of the remaining six. Bangladesh should institute a system to protect witnesses from retribution and to encourage more to testify at trials against traffickers.
Prevention Bangladesh made significant progress in its trafficking prevention efforts throughout the year through broad public awareness campaigns and specialized training. A campaign of public service announcements aired 3,152 television spots and 305 radio announcements warning the public of the dangers of trafficking. The Ministry of Social Welfare also provided anti-trafficking information to micro-credit borrowers, reaching over 400,000 at-risk women. Bangladesh noticeably improved its training efforts, providing entry-level diplomats and over 20,000 border guards with specialized anti-trafficking training. Over 2,100 imams received training on the risks, threats, and modalities of trafficking and 100 imams received training as trainers. As a result, 2,667 imams delivered specific anti-trafficking messages during Friday prayer services in 2005, reaching millions of people.
